Ecological Restoration Policies Analysis and Ecological Environment Quality Response in Wuhan

Ecological restoration policies which reflect the government's will and philosophy are the guidelines and support for ecological restoration projects.With the introduction and implementation of a number of targeted policies, ecological restoration projects can be steadily promoted, and the quality of the ecological environment will also be improved.In order to explore the optimization of ecological restoration policies, further promote the ecological restoration process and improve the quality of ecosystems, this paper takes Wuhan as an example, firstly based on the main body of the policy, the main content and the selection of policy tools, analyzes the text of ecological restoration policies issued from 2011 to 2021 and summarizes the policy changes and characteristics in this period.Secondly, considering the cross-linkages between the upper and lower indicators, the PSR-EHN ecological safety evaluation index system is constructed to measure the ecological safety level of Wuhan districts and analyze the changes of ecological environment quality during 2011-2021.Finally, correlation analysis is combined to study the impact of the use of policy tools on ecological environment quality.The study found that: (1) the core department that issued ecological restoration policies in Wuhan during the period of 2011-2021 was the municipal government, and only one policy document was issued by a joint department, which indicated that there was insufficient collaboration and linkage among government departments.The policy content is fragmented and decentralized, and lacks multi-factor systematic and comprehensive governance.The structural imbalance of policy instruments is serious, which makes it difficult to implement policies.(2) Although the ecological safety level of Wuhan fluctuates slightly during the study period, the overall increase is 713%, and it is necessary to continue to strengthen the ecological environmental protection work in order to stabilize the results in the future.(3) Changes in ecological environment quality are positively correlated with the frequency of using various policy tools, with demand-based tools having the deepest impact.Therefore, in the future, the Wuhan government should accelerate the construction of a multi-factor integrated governance policy system and improve the balance of the use of the policy tools in order to face more complicated ecological problems
