Abstract: Over a long period of time, high efficiency of economy and high standards of living have been concerned much more than ever before. With the influence of traditional factors on the decline of regional development, the influence of new factors such as ecoenvironment problems has become more obvious. The main features of the regional ecoenvironment problems are regional diversity, factor fluidness, and regional spatial types. So, different policies should be executed in different regions, and cooperation system for ecoenvironment rehabilitation and conservation between different regions should be established so as to avoid the transfer of polluting factors or industries from one region to another.
