城市河流滨岸带空间价值兼容性及管控分区——以上海市黄浦江沿岸为例

  1. 综合经济、社会、生态三维目标科学诊断滨岸带空间冲突问题,是统筹平衡滨水空间资源多元价值属性的重要基础。基于价值兼容性分析方法构建滨岸带空间冲突综合评估框架,利用最小累积阻力模型、开源POI数据等进行滨岸带生物多样性保护价值、社会文化价值、农业生产价值、工商业开发价值评估,并运用ArcGIS空间聚类分析方法进行冲突管控分区模拟。对黄浦江滨岸带进行实证研究,结果表明:生物多样性保护价值与社会文化价值呈现较大协同潜力,尤其是在郊区段农林水网覆盖的郊野公园建设区域及其周边更为明显;经济价值与生态价值的冲突是潜在的主要矛盾,而矛盾的主要方面是生态价值与工商业开发价值有关的冲突。最后,根据聚类后不同区域空间冲突主导类型特征,将黄浦江滨岸带划分为上游生物多样性保护预留区、上游农旅融合型创新示范区、中上游农林水网生态涵养区、中下游产业空间转型发展区、中下游社会文化品质提升区,并探讨了针对性的治理对策。

Value Compatibility of Urban Riparian Area and Management Zoning: Taking the Huangpu River in Shanghai as An Example

Comprehensive assessment of spatial conflicts in the riparian area based on the economic, social, and ecological goals is the foundation for balancing the diverse value attributes of riparian spatial resources.Based on the value compatibility analysis method, a comprehensive evaluation framework for urban riparian spatial conflicts was constructed.The minimum cumulative resistance model and open-source POI data were used for the multi-dimensional values evaluation, including biodiversity conservation value, agricultural production value, socio-cultural value, and industrial and commercial development value.The spatial clustering analysis method was used to simulate the conflict management zoning.An empirical study was conducted on the Huangpu River riparian area.The results showed that there was a great potential for synergy between biodiversity conservation value and socio-cultural value, especially in the suburban areas which were covered by agricultural, forestry, and water networks for suburban parks construction and the surrounding areas.The conflict between economic value and ecological value was potentially the main contradiction, and the main aspect of the contradiction was that caused by the value of industrial and commercial development.Based on the dominant types of spatial conflicts in different regions, the Huangpu River riparian was divided into zones including upstream biodiversity conservation zone, upstream agricultural tourism integration innovation zone, middle and upper reaches agricultural, forestry and water network ecological conservation zone, middle and lower reaches industrial spatial transition zone, and middle and lower reaches social and cultural quality improvement zone.The targeted governance measures were also discussed in this study
