摘要：

我国的区域发展蓝图已经全覆盖，从沿海到沿边到内地；从东部到西部到中部；从北部到南部到海岛。长江经济带是中国最大、功能最全、集聚辐射力最强、综合价值最高的区域。从历史和现实角度考察，长江经济带有必要上升为国家战略。国家的长江经济带战略应体现全流域的统筹协调，应体现各省、市、区分战略的整体整合，应是一个完整的、系统的、协调的、全覆盖的科学战略。

Abstract:

In China,the Yangtze River Economic Belt is the largest,featurerichest and the most influential region with most comprehensive regional value.With the study from the view of history and reality,it is necessary to develop the Yangtze economic region as a national strategy.State strategy of the Yangtze River Economic Belt should achieve overall benefit of the whole Yangtze River Basin,and reflect the cooperation among various provinces and municipalities.This strategy is of one overall operation with complete,systematic,coordinated and full coverage feature.
